Behind the industrial boom, municipal officials quietly sell tax-forfeited land to connected investors while survey maps, zoning records and building permits are rewritten by hand. Entire waterfront blocks change ownership before the public even hears about the deals. A young township clerk discovers the pattern — then disappears. Players must continue his investigation across Etobicoke. Hidden rail spurs, forged registry books, erased tax ledgers and secret subdivision plans slowly reveal a conspiracy shaping the future of Etobicoke itself. The city was planned in secret.
